Introduction

On 15th August 2025, Prime Minister Narendra Modi unveiled a landmark initiative – the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY). The scheme, with an outlay of nearly ₹1 lakh crore, is focused on generating 3.5 crore new jobs across India within the next two years. By empowering both youth and businesses, this program aims to accelerate India’s journey towards becoming a developed nation by 2047.


Key Goals of PM-VBRY

The scheme has been designed with a vision to:

  • Bring more young Indians into the formal employment sector.
  • Provide financial incentives to first-time job seekers.
  • Support employers in expanding their workforce.
  • Strengthen the manufacturing sector while also boosting services and emerging industries.
  • Create sustainable job opportunities that lead to long-term economic growth.

Benefits for Employees

Under PM-VBRY, young individuals entering the workforce for the first time in the private sector will receive direct financial support:

  • Employees earning up to ₹1 lakh annually can claim benefits.
  • A total of ₹15,000 incentive is provided in two stages:
    • First payment after 6 months of employment.
    • Second payment after 12 months, after completing a financial literacy course.
  • A portion of the second installment will be deposited into a savings plan, encouraging better money management.

This initiative not only eases the initial financial challenges for new workers but also promotes the habit of long-term savings.


Benefits for Employers

Employers creating new jobs will also get direct incentives:

  • Monthly support of:
    • ₹1,000 per employee (salary up to ₹10,000)
    • ₹2,000 per employee (salary ₹10,000 – ₹20,000)
    • ₹3,000 per employee (salary up to ₹30,000)
  • Incentives will be provided for 2 years across most industries, and for up to 4 years in manufacturing.
  • Small companies (less than 50 workers) must hire at least 2 employees to qualify.
  • Larger companies must add 5 or more employees.
  • New hires must stay employed for a minimum of 6 months for benefits to apply.

This support is expected to motivate businesses, especially MSMEs and startups, to hire more aggressively.


Registration and Process

The entire process has been made digital and transparent:

  • Both employees and employers can register on the official PM-VBRY portal.
  • Incentives are transferred directly via Direct Benefit Transfer (DBT).
  • Employees need a Universal Account Number (UAN) under EPFO, which can be created through the UMANG app.
  • Employers must be registered with EPFO and maintain timely filings to receive benefits.

Scheme Duration and Budget

  • The scheme covers jobs created between 1 August 2025 and 31 July 2027.
  • With a budget of ₹99,446 crore, this is one of India’s largest job creation schemes.

Expected Impact

  • Around 2 crore first-time employees will benefit directly from financial assistance.
  • Employers are expected to generate over 2.6 crore jobs during the scheme period.
  • The program will expand social security coverage and encourage a stronger formal workforce.
