The Haryana government announces a new rule in the state under which keeping a Dog without permission will be considered as illegal. People fond of keeping dogs at home in Haryana will have to register their pets online at the SARAL Portal Haryana. There is also a complete ban on keeping more than one dog and people not following the orders will have to pay a hefty fine or face a jail term.

There is a sharp rise in cases of dog bites in the state in recent times, thus Haryana government has made it compulsory for pet owners to get a license for keeping pets. Moreover, it is also necessary for dog owners to put a mask on their dog’s faces when in public to avoid dog bites, A fine of Rs 5000 will be imposed if anyone is found keeping a dog without a license.

Update: Recently Punjab and Haryana High Court has ruled that the state government is responsible for compensating victims of dog bites, with a minimum payment of INR 10,000 per tooth mark.

The process to Register Pets Online Haryana at SARAL Portal

Step 1: Open the SARAL Haryana portal for Dog Registration Online Haryana https://saralharyana.gov.in

Step 2: If you are already registered at SARAL portal Login with your Email and Password otherwise click on New User? Register Here link

Step 3: Click on Apply for Service drop-down menu and Choose View All Services Available

Step 4: Now the list of all services provided under the SARAL portal in Haryana is visible, there are around 350+ services available in this portal. Search for Registration of Dog from the list and click on it.

Step 5: Now the application form for Registration of Dog is open. You will be asked to verify your Family ID, Click on I have a Family ID and click on the button where it is written Click Here To Verify Family ID. If you don’t have a family ID please visit the nearest CSC center with Aadhar and other details of your family members.

Step 6: A list of family members under the entered family Id will be listed, choose the person on whose behalf you want to apply for a license and click on Submit OTP button.

Step 7 : Now an OTP will be received on the registered mobile number of the person, Click on Verify OTP button.

Step 8: Now a form for entering details of Applicant and Dog will open, fill in the required details

  • Type of Application – Fresh, Renewal, or Dog brought for Show purposes only
  • License Year -Year for which the license is required
  • Select Municipal Type, Municipal Corporation, Zone, and MC District
  • Applicant’s details are already filled in like Name of Applicant, Father’s name, Gender, Address, Mobile number, Email
  • Now you can enter details of the Dog like name of the dog, gender of dog, breed of dog,

In the end, click on submit button and pay the registration fees using net banking, credit card, debit card, or digital wallet.

Here is the list of documents mandatory for the Registration of Pets in the Haryana Saral portal.

  1. Identity Proof of Applicant – any one (Mandatory):
    a. Aadhaar Card
    b. Passport
    c. Election Commission ID Card
    d. Driving License
    e. Ration Card with Photo
    f. Photo ID Card (of State / Central Government, Public Sector Undertakings)
    g. Address Card with Photo issued by Dept. Of Posts
    h. CGHS/ECHS Card
    i. Smart Card issued by CSD, Defence / Parliament
    j. Caste / Domicile Certificate with Photo
    k. Kisan Passbook with Photo
    I. Passbook with Photo of Post Office / any Scheduled Bank
  2. Photo of the Dog (Optional)
  3. Rabies Inoculation Certificate from a Veterinary doctor (Mandatory)
  4. Certificate of having performed sterilization from a Veterinary doctor (Optional)
  5. Notice served by Municipality (if any) (Optional):
    a. Notice by the municipality
    b. Clearance Certificate from the municipality
