You can surrender multiple PAN card copies in both offline and online modes to protect yourself from the possibility of being fined. Here are a few easy steps you must take to return your card.

Multiple PAN cards are now prohibited, so anyone possessing more than one PAN card must give them up. A person may only have one PAN card in their lifetime, following the Income Tax Act. Foreign nationals exempt from paying taxes should also turn in their PAN card when leaving the country.

People must return any extra PAN cards to the government as soon as possible because there are several reasons why they might be out more than once. The likelihood of having multiple PAN cards is higher for non-resident Indians who may obtain another PAN card after returning to the country after an extended absence. 

Users who believe their initial PAN card contains errors may still apply for a new PAN card without giving up their old one. However, you can turn in multiple PAN card copies offline and online to protect yourself from the possibility of being fined.

Surrender of duplicate PAN card online

Due to an administrative error or if the person has applied for the PAN card multiple times, an individual or business may have numerous or duplicate PAN cards. If an individual possesses various copies of a PAN card, they must always surrender them.

The procedure for surrendering a PAN card online is as follows:

  • Access the official NSDL website.
  • From the “Application Type” drop-down menu, choose “Changes or Correction in existing PAN Data/Reprint of PAN Card (No changes in existing PAN Data)”.
  • Complete the form thoroughly, then press the “Submit” button. Following your form submission, the request is put to produce a token number after your form submission. You will receive an email at the email address you provided in the form.
  • Make a note of the token’s number for future use. Selecting “Continue with PAN Application Form” will advance the procedure.
  • A new page will open after the redirect. On the page’s top, click the “Submit scanned images through “E-Sign” option.
  • Enter the PAN number in the bottom left-hand corner of the page.
  • Complete the form’s contact and personal data as well as other fields.
  • Mention the PANs you want to turn in by going to the bottom of the page. Select the “Next” button after that.
  • Choose your residence, date of birth, and form of identification on the following screen.
  • Next, submit scanned copies of your signature, the necessary paperwork, and the required photos. You or the designated signatories must sign the acknowledgement receipt if you ask for the PAN card surrender. For instance, a director of a company and a partner in an LLP or partnership firm.
  • A preview of the application form will be available for you to view after you have submitted the necessary information. Make sure to double-check all the information and correct it as necessary.  If not, start making the payment.
  • Demand drafts, credit cards, internet banking, debit cards, and other payment methods are acceptable.
  • You can view the downloadable acknowledgement following the payment. Save the declaration and have it printed for future use. It will serve as evidence of income as well.
  • Give the NSDL e-Gov the acknowledgement’s printed copy and two recent colour photographs.
  • Remember to label the envelope with “Application for PAN cancellation” and the acknowledgement number before you send the acknowledgement.
  • To the address of NSDL e-Gov, send the acknowledgement along with the demand draft and the required paperwork.

Surrender of duplicate PAN card offline

  • Request a new PAN card or/and changes to or corrections to PAN data by completing the form. The NSDL official website has a link where you can download the document.
  • Send this form and copies of the necessary paperwork to the local NSDL collection.
  • Following the submission of the form, you will receive an acknowledgement slip. You must deliver this slip to the NSDL office. Once the request is sent, ensure the letter gets to the office within 15 days.
  • Additionally, you must submit a letter to the Assessing Officer with information about the duplicate PAN and a cancellation request. The Assessing Officer has the authority to request an affidavit stating that the person only has the PAN card that is currently being used.
  • You can also go to the nearby Income Tax Assessing Officer in your jurisdiction and submit a letter asking them to cancel the duplicate PAN. After that, deliver the letter to the nearby tax office in person or by mail while keeping the acknowledgement number.

Subsequent consequences of additional/duplicate PAN card

Due to a government requirement that Aadhaar cards and PANs must link if a person has more than one PAN card, they are likely to pay a fine if they have more than one PAN card. Section 139A of the Income Tax Act, 1961 specifies that a person may only possess one PAN card. 

This section outlines the requirements for a PAN card. According to the Income Tax Act provisions, Section 272B, a person who possesses multiple PAN cards may be subject to a fine of 10,000. 

By submitting the form to the Protean of Technologies Limited collection center closest to them, people can also complete the process offline. Make the payment and fill out a letter with the jurisdictional Assessing Officer.

Surrendering a deceased person’s PAN card

The relatives of a PAN cardholder who passes away must send an official letter to the local income tax officer. Additionally, the death certificate and the reason for surrender (in this case, the holder’s death) are submitted. Furthermore, other information, such as the PAN card number, name, and date of birth, is considered.

Foreign nationals who are Non-Resident Indians (NRIs) still follow the same PAN surrendering after-death procedures as Indian citizens.

Surrendering the duplicate PAN of a company

Both online and offline, a firm, partnership firm, or company may surrender a duplicate PAN card.

Online Approach

  • Visit the main page of the NSDL portal.
  • Fill out Form 49A entirely and accurately.
  • Enter the PAN information for the duplicate PAN in item 11 of the form.
  • Print a copy of the acknowledgement receipt after submitting the form.
  • Send the application and all required documentation to the nearby NSDL or UTIITSL office.

Offline Approach

  • Send the income tax officer an email with the same PAN information and a cancellation request. It is necessary to mention both the dissolution of the company or corporation and the return of the PAN card.
  • Include a copy of the deed dissolving the company, the PAN card, and proof that the return for the discontinuance period has been filed.
  • Send the letter to the income tax officer and the essential supporting documents, and keep a copy of the acknowledgment receipt.

Conclusion

Since the PAN card is currently being used as a valid form of identification, it is advised that Indian citizens keep it. However, the PAN card would be useless for foreign nationals who are leaving India and will no longer pay taxes to the Indian government. 

Such people can write an application for the PAN card and surrender it to their respective jurisdiction’s Income Tax Assessing Officer. In the application, they must explain why they are giving up their PAN card.  The PAN card would be cancelled as a result, and the holder could then surrender the card to the tax office.
