Fulfilling the poll promise made during 2023 Karnataka assembly election, the newly sworn Congress government in Karnataka announced guidelines for Gruha Jyothi scheme to avail free electricity in the state. According to the Gruha Jyothi Scheme Karnataka free electricity up to 200 units will be provided.

Under the guidelines, it is now clear that the Gruha Jyothi scheme is exclusively for residential use only and does not apply to commercial purposes. Customers will receive separate bills for any additional electricity usage beyond the free units provided by the scheme. If the electricity consumption is below the eligible units determined by the scheme, customers will receive zero bills. Registering on the Seva Sindhu portal is mandatory to avail the scheme’s benefits. Customers must also link their Customer ID/Account ID to their Aadhar. Any outstanding electricity balances until June 30 must be cleared within three months, or the electricity supply may be disconnected.

The calculation for the allocation of free electricity units will be based on the monthly average consumption of customers in the 2022-23 period. Eligible households will receive free electricity units amounting to 10% more than their monthly average usage. The scheme will be implemented from July onwards, and customers who consume equal to or fewer units than their monthly average will not have to pay electricity bills starting from August.

According to newly appointed Energy Minister of State Mr. KJ George, the Gruha Jyothi scheme for free power swill require an annual budget of ₹13,000 crore and will cover 96% of households in Karnataka . There are approximately 21.4 million households with revenue register (RR) numbers in the state. The government will calculate each household’s annual average consumption and provide a buffer of an additional 10% usage. If the consumption falls within 200 units, the household will be eligible for free electricity. However, if a household exceeds its annual average consumption along with the 10% buffer, they will have to pay for the extra units.

It is important to note that despite Chief Minister Siddaramaiah’s initial announcement that households consuming less than 200 units per month would be exempt from electricity bills, the government has now released eligibility guidelines clarifying the conditions.
